PPEL stands for the Physical Plant and Equipment Levy. It is a voter-approved funding source used by Iowa school districts to maintain buildings, purchase technology, and manage transportation fleets. Think of it as the district’s "capital improvement" fund—it keeps our physical environment safe and modern.

This is an easy way to remember the three main areas where these funds go:

• Buildings: Roofs, HVAC systems, secure entrances, and plumbing.

• Buses: Replacing aging buses and maintenance vehicles to ensure safe student transport.

• Bytes: Student computers, classroom technology, and the high-speed fiber that runs our schools.

The PPEL renewal will be on the ballot for a special election on Tuesday, March 3, 2026.

No. By law, PPEL funds cannot be used for salaries, benefits, or classroom supplies. It is strictly for physical assets and equipment. This ensures that the money you approve goes directly into the "bones" of the district.

The voter-approved portion of the PPEL must be renewed by the community every 10 years. Our current authorization is nearing its expiration. The presentation on February 18 at the RIC will outline our long-term plan for the next decade.

Why the change? A $3 monthly difference allows us to shift from 'reactive repairs' to 'proactive maintenance,' protecting your property tax investment and ensuring our facilities serve students for years to come. 

No. A bond is typically for a one-time, large-scale construction project (like building a brand-new school). PPEL is an ongoing fund that allows us to take care of what we already own, preventing us from having to ask for large bonds for repairs later.
